Government approved draft Decree on Ukrainian grains export quotes raising

On Wed (Nov 22, 2006) meeting Government has preliminary approved draft Decree targeted at boosting of Ukrainian grains export quotes with their simultaneous prolonging until this MY end (Jul 2007), reported Volodymyr Makukha, Ukrainian Minister of Economics. Minister said though Decree was adopted in whole, additional decision on examination of quotes possible volumes was also taken up. He added Government members supported this Decree urgent approval. «Final decision will be taken on Mon-Tue, after quotes volumes additional specification,» declared Makukha. He made it known draft decision (initially proposed by Ministry of Economics) would, most probably, undergo changes in what concerns wheat and mesline quotes (to be lowered from 730,000 MT down to 500,000 MT) as well as maize quotes (to be raised from 840,000 MT up to 1 mn MT). Minister admitted after new Decree introduction previous Decree (which had established quotes until end this year) would be cancelled. «We will abolish previous Decree and introduce new mechanism based on experience of Ukrainian traders market work,» said Makukha. As to Agro Perspective earlier report, Ministry of Economics had initiated quotes volumes/licenses issuing procedure for agricultural products whose exports are to be licensed until Jun 30, 2007 in order to create mechanism assuring procedure of export quotes transparent tender sales for certain kinds of agricultural products. As to Agro Perspective, with its draft Decree, Cabinet had established following export quotes: wheat (except emmer wheat) and wheat/rye mixture (mesline) — 730,000 MT (UKT VED codes: 1001 10 00 90 and 1001 90 99 00); barley — 1,300.000 MT (UKT VED code: 1003 00 90 00); maize — 840,000 MT (UKT VED code: 1005 10 90 00 00); rye — 3,000 MT (UKT VED code: 1002 00 00 00) to be efficient until Jun 30, 2007. It is to be reminded, Nov 1, 2006 Cabinet had introduced export grain quoting; Cabinet fixed following Nov-Dec 2006 export quotes: wheat and wheat/rye mixture (mesline) — 400,000 MT (UKT VED codes: 1001 10 00 90 and 1001 90 99 00); barley — 600,000 MT (UKT VED code: 1003 00 90 00); maize — 100,000 MT (UKT VED code: 1005 10 90 00 00); rye — 0,000 MT (UKT VED code: 1002 00 00 00). Besides, Cabinet had as well introduced wheat and wheat/rye mixture export licensing system until Dec 31, 2006. 2005/06 MY Ukrainian grain export totaled 13.3 mn MT, up 20% against 2004/05 MY. Experts estimate country internal market food grain annual requirement 6.5–7 mn MT.
