Semerak: Adoption of nature reserve fund draft law will allow to liquidate local social tensions

As of today, the Ukrainian Verkhovna Rada has marked the Day of Environment, Government Portal reports.
As to the report, while speaking at the Rada, Ukrainian Minister of Ecology and Natural Resources Ostap Semerak said he believes that the adoption by the Parliament of the draft law 4551 «On the nature reserve fund of Ukraine» will enable to regulate the lost management within the sphere of nature reserve at the local level.
«As a result of administrative reform, the Ukrainian Ministry of Ecology and Natural Resources territorial bodies were liquidated, and their authorities were transferred to the local administrations. However, their power to implement the State policy within the sphere of nature reserve was not fully specified,» the Minister noted.
Reportedly, Semerak also stressed that today the management of the domestic nature reserve fund is not satisfactory, thus negatively affecting the development of the territories and creating social tension among the local population.
As to him, the present situation makes it impossible to implement State policy within the sphere of nature reserve.
«However, after the draft law is adopted, the particular bodies responsible for the nature reserve fund objects at the local level will appear. The draft law regulates the transfer of powers from the territorial bodies of the central executive authority within the sphere of environmental protection to the regional State administrations (as well as to the Kyiv, Sevastopol city State administrations),» the Minister said.
Reportedly, as a result of the discussion, the Verkhovna Rada has adopted with 227 votes the draft law No. 4551 on amendments to the Law of Ukraine «On the Nature Reserve Fund of Ukraine» within the second reading as a total.
