Vilkul opens a new TIR-parking for heavy transport on the entrance to Kyiv

18.07.2013 18:03 "Agro Perspectiva" (Kyiv) — "The Government is taking measures to address the systemic problems of lack of parking for heavy vehicles around Kyiv and regional centers. In particular, in Kyiv and Kyiv region already identified 15 sites for the construction of such parking areas. Having specially equipped places to park a heavy vehicle is very important both for summer and for winter. It contributes to the preservation of road surfaces, improves road traffic safety," vice Prime Minister of Ukraine Olexandr Vilkul said at the opening of a new TIR-parking on belt road Boryspil-Brovary, Government Portal reports. He noted that the creation of sufficient amount of parking areas for heavy transport is an important element of the new system of civil protection, which provides during an emergency, including a large number of precipitations, the suspension of entry into the city to allow municipal services clean roads. «Ukraine has joined the European Agreement concerning the Work of Crews of Vehicles engaged in international automobile transportations. The Government creates opportunities to improve logistics potential of the country which will increase traffic. And the providing truckers with comfortable stay is under constant control of the Government,» Olexandr Vilkul said. There are 869 parking lots for cars on 99 transit highways of Ukraine. That’s about 25 000 cars places, of which less than half (10 500) are designed for freight transport. «Places for staying of heavy vehicles should be increased at least in two times,» Olexandr Vilkul said. He noted that annually nearly 180 million tons of domestic cargo and 5 million tons of transit goods are transported through the territory of Ukraine. Up to 80% heavy vehicle moves by Ukrainian roads with a significant excess of the permissible axle load. One of the greatest destination’s points is Kyiv region. «It is important that the new TIR-parking is located at the crossroads of major transport corridorsEast — West, North — South and situated close to the main transport hub of the country — the city of Kyiv,»Olexandr Vilkul said. The first phase of TIR-parking parking is designed for 50 heavy-duty vehicles. Parking has an area of 10 thousand square meters and the total area of the entire complex — almost 4 hectares. There are a transformer substation to power the refrigerator while parking and 2 homes for rest on its territory. On parking area drivers can eat in the cafe and use the Internet. New parking meets LABEL, one of the requirements is to ensure the protection of parking. The TIR-parking has a modern security system, including control and automatic registration check-in/check-out, video surveillance, lighting of cars places. Set cooperation with law enforcement agencies to quickly respond to possible dangerous situations. In future, authorities are to construct the 2nd and 3rd stage of TIR-parking; on its basis, the complex with a wide range of services will be created. In particular, the parking area will be expanded and increased in number of vehicles. A new hotel for drivers will be built. It is also planned to provide additional services to wash cars and tanks, weighing and so on.
