Olexandr Vilkul: In 2012 over 4 thousand Ukrainian families received own accommodation according to the national programs

22.02.2013 13:49 "Agro Perspectiva" (Kyiv) — In 2012 in the frames of the national programs 4 thousand 39 families were supplied with their own accommodation. This was announced by Vice Prime Minister of Ukraine Olexandr Vilkul during a grand opening of a new building in Sumy in the framework of realization of the national program titled «Available accommodation», Government Portal reports. Vice Premier of Ukraine Olexandr Vilkul paid a working visit to Sumy region. He opened a new building in the frames of realization of the national program titled «Available accommodation» and participated in a session of Sumy regional council. «The country is creating opportunities for the citizens and gives them a chance to realize a dream - to obtain their own home. With this aim, in the frames of social initiatives of the President of Ukraine Viktor Yanukovych a series of national programs is being realized. So, last year pursuant to these programs 4 thousand 39 families received their own accommodation,» Vice Prime Minister of Ukraine Olexandr Vilkultold. In particular, owing to the Program of lowering cost of privileged mortgage loans 1 thousand 233 families obtained their own accommodation. The mentioned program envisages opportunity to get a flat at the account of a loan under 3% annual rate in fact, which is given for up to 15 years. It means the bank issues mortgage loan under 16% annual rate, 13% out of which is compensated by the state. According to the Program of construction of available accommodation with a 30% and 70% principle, when 30% of cost is paid by the state and 70% - by a citizen, 1 thousand 222 families got their own homes. According to the Program of youth crediting 361 flats were purchased. These credits are to be obtained by young families (such families where husband and wife are of age up to 35) or single citizens up to 35. An interest rate is 3%. The term of returning the credit is up to 30 years. According to the Program of crediting individual rural developers 998 residential houses were put in exploitation. The loan is issued to citizens and families constantly residing in rural areas under 3% annual rate with a term up to 20 years, for young families - with a term up to 30 years, while the creditor having three and more children is exempted from interest rates’ payment. According to the Program of providing with accommodation Great World War invalids 225 war invalids received flats for free in 2012. «The state renders assistance in receiving flats, first of all, to teachers, doctors, budget sphere employees, veterans, socially unprotected layers of the population,» Olexandr Vilkul said. A new house was open in Sumy today. Olexandr Vilkul presented keys from new apartments to 33 families of educationalists, medical employees, budget sphere workers, entrepreneurs. The building was erected with use of modern energy saving technologies, equipped with autonomous heating systems. «The program of available accommodation will be continued and intensified. It is one of key directions of activity of the Government. Construction of available housing is a significant impulse for further development of national building branch. In 2012 export of main building materials and goods exceeded import almost twofold. Ukraine imported building goods to the tune of 6.9 billion hryvnyas and sold to the tune of 13.3 billion hryvnyas. This is an example of effective state policy of import replacement,»Olexandr Vilkul urged. It should be noted at the beginning of 2013 the Cabinet of Ministers of Ukraine set up a Coordination Council for implementation of programs of construction of available accommodation in the regions. It was chaired by Vice Prime Minister of Ukraine Olexandr Vilkul. Olexandr Vilkul also stressed on the need to immediately hold qualitative repair of local roads and gave commission to the local authorities to ensure its implementation. Peculiar attention was also paid to effective energy policy: «For the recent two years the Sumy region has shortened use of energy carriers by almost 15%. It is necessary to further introduction of energy saving technologies, modernization of boiler houses, lower cost of energy carriers,» he said. Speaking about introducing E-government state reform he underlined an urgent need to introduce IT-systems into state management: «It ensures transparency of actions of authorities and raises quality of rendered services. Now owing to creating in every town and every regional center of Sumy region permission centers violations in the process of issuing documents were cut by 98%,» Olexandr Vilkul explained.
