Agrarian ministry initiates boosting of fumigation costs

The Agrarian Policy Ministry proposes to increase costs for examination, analysis, disinfection, inspection, cargo handling, and control over fumigation works of regulation objects.
This reads draft resolution of the Cabinet of Ministers On Approval of the List of Paid Services and Amount thereof for Examination, Analysis, Disinfection, Inspection and Control over Fumigation Works of Regulation Objects, posted in the ministry’s web-site.
An instrument increases fee for cargo examination, including execution of phytosanitary certificate: per set of up to 50 tons to UAH 46.4; per set of 50–00 tons — UAH 92.8; 100–200 tons — UAH 137.27; per 200–1,000 tons — UAH 185.6; over 1,000 tons — UAH 139.2 per each thousand tons.
Quarantine permission for imports or transit of cargos is proposed to be charged for sets of up to 50 tons UAH 58.32; for 50–100 tons — UAH 116.64; for 100–200 tons — UAH 173.79; for 200–1,000 tons — UAH 233.28; over 1,000 tons — UAH 174.96 per each thousand tons.
Fee for fumigation services in holds of vessels is intended to be raised to UAH 0.10 per ton, in storage facilities to UAH 0.09 per cubic meter, in sets of cargos (carriage, container, automatic fridges, etc.) to UAH 83 per set.
Authors of the document believe that current prices for inspection of quarantine materials, paid services to enterprises and organizations (according to the resolution of the Cabinet No.953 of November 24, 1993) are obsolete and do not correspond to real expenses.
The draft notes that state’s regulation through implementation of the new ways for rendering of paid services by the State’s Quarantine Inspectorate is the most efficient at this stage.
Another purpose of these measures is, first and foremost, to diminish risks of bringing and spreading of quarantine vermin, which is, by far, the key task of the inspectorate.
Implementation of the measures is possible only with finances in the state’s budget at the expense of paid services to businesses.
Anticipated results of implementation of conditions of the draft depend upon «proper exercising of rights and obligations by individuals and state’s plants quarantine inspectorates as provided by the Law,» reads the document.
