Government to temporary restrict give-and-take meat resources import until Dec 31, 2007

04.04.2007 10:24 "Agro Perspectiva" (Kyiv) — Agro Perspective (Kyiv) — As to draft Decree «About Temporary Ban on Import of Some Kinds of Goods on Give-And-Take Basis Condition» (published on Ministry of Agrarian Policy official website), in order to assure country food security/protect domestic meat products producers, Cabinet has proposed to temporary (until Dec 31, 2007) restrict import into Ukrainian customs territory of meat resources (Goods Group 02, up to UKT ZED) which are intended to be used in further give-and-take basis resources operations. As to Ukrainian State Customs Service official data, in 2006 give-and-take condition imported meat shared over 33% (78,200 MT) of Ukrainian total meat import, — while export of ready products made from this meat had reached only 12,500 MT. As to Customs Service, Jan-Feb 2007 give-and-take condition imported meat/meat sub-products totaled 13,200 MT (import — up 71% against Jan-Feb 2006, prices — down 62% as of Jan-Feb 2006). Give-and-take condition import resulted in State having already lost and continuing to loose UAH hundreds millions as unpaid entry duties; imported products understated prices lead to domestic meat market (being already under extraordinary hard conditions) further destabilization. As to draft Decree explanatory note, proposed temporary restriction of some kinds of give-and-take condition meat resources import into Ukrainian customs territory will improve stockbreeding industry state/rural areas social condition and assure State food security. As to Agro Perspective earlier report, Yuriy Melnyk, Minister of Agrarian Policy, had declared Cabinet was going to temporary restrict some kinds give-and-take condition meat resources shipments to Ukraine due to meat resources purchase prices lowering. It is to be reminded, in order to regulate country meat market Cabinet had already taken a number of measures (in part., meat/live cattle import licensing introduction). As of now, special mobile groups (also formed by Cabinet) are controlling meat products contraband shipments/customs rules violation.
