Government will support agrarians spring sowing campaign

06.03.2007 11:00 "Agro Perspectiva" (Kyiv) — Government has resumed Program of State Budget Partial Compensation of Agrarians Mineral Fertilizers Cost (efficient within 2003/04), reported Cabinet press-service referring to Premier Viktor Yanukovych today Cabinet session opening speech. «As of now, agrarians have only 40% of total necessary mineral fertilizers, — what is very low quantity. This problem is to be solved urgently,» said Yanukovych. Premier admitted spring sowing campaign budgetary financing procedures haven’t been settled so far. «Half total procedures, — I mean budgetary financing procedures, — hasn’t been adopted yet,» emphasized Yanukovych. He added it would be necessary not just to adopt corresponding decision, yet as well «assure that peasants receive compensations in due time.» Besides, Premier summoned companies which are going to purchase agricultural products from agrarians to provide them with financial advances necessary for spring sowing campaign. «Sowing campaign begins. As it is known, in spring peasants need more finances. It is as well known, food producers are peasants main investors. That’s why I want to ask companies engaged in agricultural products purchases to grant necessary financial advances to peasants and to help carrying out sowing campaign,» recapitulated Yanukovych. As to Yanukovych, presently grain traders reproach Government for having had introduced grains export restrictions. «As You know, Government has already cancelled feed grains export limitations. It is unpleasant that we have not learned so far to make proper conclusions from last few years faults. It means, in future these problems must be solved in due time, publicly and only with market methods,» stressed Premier. Within session Viktor Yanukovych addressed First Vice-Premier Myckola Azarov saying he hoped Ukrainian banks would help agrarians to enlarge sowing campaign credits resources. «Practical actions are needed, and it is time to start acting. Ministry of Agrarian Policy should now settle all possible problems with regions,» stressed Government Chief. As well, Yanukovych has drawn attention to rather slow fuel reserves (needed for spring sowing campaign) accumulation. «In Crimea, — where sowing has been started already, — fuel reserves are half down against necessary total. Situation in other regions is not much better,» said Premier. Premier made it known fuel sellers might try to profiteer on agrarians fuel sharpened demand and therefore commissioned Andriy Kluyev, Minister of Agrarian Policy, to control this problem. «Peasant who haven’t accumulated enough fuel shouldn’t become in worse condition; they are to be supported,» said Premier.
