Ministry of Economics: Ukraine is not possible to resume wheat export so far

As to Volodymyr Makukha, Ukrainian Minister of Economics, Kyiv Tue press-conference report, Government doesn’t think Ukrainian wheat export renewal/other grains export quotas changing is possible now, yet it will try to reconsider export possibilities once more until end Feb. «So far, wheat export looks out quite impossible,» declared Minister. As to Makukha, it is necessary now to duly analyze country domestic grains balance with weather conditions (as well as their impact on future crop) taken into consideration. «I believe we will have done everything we can to assure country market liberalization until end Feb,» stressed Minister. While speaking on press-conference, Makukha made it known well-nigh all maize/barley export quotas had been already distributed. He admitted Ministry of Economics had issued 390,000 MT 46 maize export licenses (from total 500,000 MT quota) and 516,000 MT 31 barley export licenses (from total 600,000 MT quota). He emphasized grains export restrictions had been introduced only in order to maintain domestic grains balance and were not motivated with Government trying to artificially decline market prices. As earlier reported, Ukraine had introduced 1.106 mn MT grains export quotas to be efficient until this MY (Jul/06-Jun/07) end, — incl. wheat (3,000 MT), rye (3,000 MT), barley (600,000 MT) and maize (500,000 MT). As of Dec 28, 2006, special Government Commission had distributed this MY (Jul/06-Jun/07) wheat export quotas between 11 companies (barley — between 34, maize — between 43). Besides, Commission was also supposed to redistribute export quotas of those companies which couldn’t confirm identity of their grains warehouses certificates/grains availability. Ukrainian Grain Association (integrating Ukrainian grains trade companies) thinks it necessary to urgently raise food wheat export quota as well as to abolish feed wheat, barley and maize quoting; as to Association, that will help to release country ports infrastructure, presently blocked with unshipped grains lots. As to preliminary estimation, Ukrainian 2006 grains crop has declined 9.9% against 2005, — down to 34.3 mn MT (in terms of weight after additional processing). Ministry of Agrarian Policy considers this MY (Jul/06-Jun/07) Ukrainian grains export is possible to reach 8 mn MT.
