Cabinet introduced wheat/rye export licensing until 2007

Cabinet has established wheat/rye export licensing system until Dec 31, 2006, reported Ministry of Agrarian Policy press-service referring to Cabinet Decree № 1363 «About Supplement to Addendum 12 to Ukrainian Cabinet Decree № 1304 from December 30, 2005». As to report, list of licensable goods has been expanded with «food wheat and wheat/rye mixture (mesline), TN VED codes: 1001 10 00 90 and 1001 90 99 00». As to press-service, Decree comes into effect since promulgation day, to remain in vigor until Dec 31, 2006. As to report, this year Ukrainian grain export rates are much up against last year. Report says export structure doesn’t correspond to this year harvested grains total structure. As to press-service, grain export licenses will be issued by Ministry of Economics in coordination with Ministry of Agrarian Policy. As to Agro Perspective earlier report, early Sept Ministry of Economics had elaborated draft Decree on 2006 grain licensing system introduction targeted at domestic grain/grain products market stabilization; Ministry had been accepting all proposals/suggestions concerning draft Decree until Sept 30. As to Agro Perspective, this Mar Cabinet had already examined on one of its meetings possibility of grain licensing introduction until Jul 1, 2006, motivated by wheat foreign markets active export. However, despite some Ministers demands, Cabinet didn’t approve any decision. It is to be reminded, in 2005/2006 MY companies had exported 13.3 mn MT grain, up 20% as of 2004/05 MY. Domestic market food grain annual requirement is estimated 6.5–7 mn MT.
