Coalition to prolong agricultural lands sales moratorium until 2009

Verkhovna Rada coalition is set to prolong agricultural lands sales moratorium till 2009, reported Ukrainian News referring to Coalition Agreement reached within Rada (5 convocation) session. «Until Dec 1, 2006 amendments are to be brought into Ukrainian Land Code prohibiting exercising of rights in sphere of lands sales until ending of works stipulated by Part 1 of Land Code,» runs Agreement text. First part of this article of Agreement indicates it is necessary until Jan 1, 2009 to elaborate/implement measures providing conditions for land market proper functioning, — i.e. issuing of all State Acts for Right of Agricultural Lands Ownership, allotment of land plots, Lands Cadastre compiling, fixing of territorial formations borders, executing of lands pecuniary assessment, establishing of lands regulation mechanisms, etc.. Besides, Coalition also pledges to raise domestic agricultural industry effectiveness/competitiveness by introduction of up-to-date technologies as well as adoption of European model of agricultural products quality/safety control; Coalition as well commits to develop national/regional programs targeted at rural territories complex development, improvement of business development State support as well as solving of rural population employment problem. Coalition undertakes as well to create favorable conditions for realization of Ukrainian agrarian sector export potential. It is to be reminded, on Jun 22, fractions of Yuliya Tymoshenko Block, Nasha Ukrayina Block and Ukrainian Socialist Party had formed Parliamentary Coalition. Before Parliamentary election Nasha Ukrayina Block had declared it was against agricultural lands sales moratorium further prolonging. Socialist Party stands for moratorium prolonging until 2012. Nov 2005 President Viktor Yushchenko had commissioned Cabinet to elaborate Ukrainian agrarian market forming/development concept. End 2004 President Leonid Kuchma had signed Law «About Bringing Changes into Ukrainian Land Code» stipulating agricultural lands purchase and sale moratorium to be prolonged till Jan 1, 2007.
