Shymkiv: Public procurement reform entered legislative phase

The results of pilot system of subthreshold electronic public procurement ProZorro are successful. Now, it is time to enter the next phase - lawmaking, President Petro Poroshenko Press Office says referring to the reports made by the Deputy Head of the Presidential Administration, Secretary of the National Council of Reforms Dmytro Shymkiv and Deputy Minister of Economic Development and Trade Maksym Nefiodov.
As to Shymkiv, the public procurement reform is of macroeconomic importance for Ukraine. It will not only help save budget funds and prevent corruption in the sphere of public procurement, but also bring Ukraine closer to the best world practice of doing business.
As to him, over 300 State customers have already joined ProZorro: ministries, the National Bank of Ukraine, state enterprises, seaports, municipal enterprises of Kyiv CSA, hospitals, libraries etc.
He admits presently except economic efficiency, public procurement reform and electronic system ProZorro are also a significant contribution to the anti-corruption activity. Earlier tender issues were mostly closed to the public and were resolved behind the scenes. Now, the public has an opportunity to monitor the process of procurement in real time.
«In order to prevent the spread of any corruption schemes, copyright for this e-procurement system was transferred to the Transparency International - an organization known for anti-corruption activities. The code of the system is completely open, which means complete transparency and publicity of development. This is a unique worldwide experience. If the State is willing to independently operate the system, all rights and technical means of ProZorro will be transferred to it,» Shymkiv says.
However, at same time, Maksym Nefiodov admits, for the e-procurement to become wide-spread, it is necessary to regulate this issue at the legislative level.
«The first document to be adopted shortly is related to the amendments to the Law on Public Procurement (draft law 2087a) aimed at countering corruption and eliminating barriers for business.
In addition, it will allow Ukraine acceding to the International Government Procurement Agreement (GPA) within the WTO in December. It will provide an opportunity for the Ukrainian companies to take part in the international State tenders. The volume of this international market is 1.7 trillion dollars,» Nefiodov emphasizes.
