President signs instruction under results of meeting with Ukrainian Union of Industrialists and Entrepreneurs and Federation of Ukrainian Trade Unions

14.11.2013 09:44 "Agro Perspectiva" (Kyiv) — Under the results of the meeting with representatives of Ukrainian Union of Industrialists and Entrepreneurs and Federation of Ukrainian Trade Unions, the President instructed the Cabinet of Ministers, the Chairman of the Council of Ministers of the Autonomous Republic of Crimea, Heads of regional state administrations, Kyiv and Sevastopol city state administrations to take urgent steps to solve the problems in socio-economic sphere, President Viktor Yanukovych Press Office reports. These governmental bodies must immediately solve the issue on payment of arrears for compulsory state social insurance and prevent such situations in the future. The Prosecutor General’s Office of Ukraine must take under personal control the issue of timely payment of wages and repayment of wage arrears. Also, the Government must consider and take into account the proposals of Federation of Ukrainian Trade Unions in the course of the revision of the Law of Ukraine «On State Budget of Ukraine for 2014». The document also instructs to sign the Memorandum on Cooperation between the Cabinet of Ministers of Ukraine and the enterprises of chemical industry with participation of Federation of Ukrainian Trade Unions and the Union of Ukrainian Chemists. Viktor Yanukovych instructed Prime Minister Mykola Azarov to accelerate the submission for consideration of the Verkhovna Rada of the draft laws of Ukraine on amendments to several legislative acts of Ukraine on application of response measures in the form of full or partial termination of production or sales of goods, execution of works (provision of services) according to the decision of the administrative court, determination of cases when the validity of other response measures is subject to confirmation of the administrative court. Bodies of state supervision must stop groundless holding of unscheduled inspections of business entities. The President instructed to take immediate measures on the elimination of practice of collection of taxes and fees in advance. Delay in budgetary compensation of value added tax is also inadmissible. The Head of State instructed to take measures to ensure that Ukraine and the member-states of the Customs Union conclude the Agreement (agreements) on mutual recognition of the results of product conformity assessment, introduction of analysis of the risks of adverse effects for national entities due to the application by the Customs Union of technical regulations, standards and conformity assessment procedures with constant participation of Ukrainian Union of Industrialists and Entrepreneurs, Federation of Employers of Ukraine, branch associations of producers and Federation of Ukrainian Trade Unions, as well as taking appropriate measures if necessary. The President entrusted the Prime Minister to take steps on harmonization of customs procedures between Ukraine and Russia in order to further develop cooperation with Russia, increase trade turnover between Ukraine, Russia and member-states of the CIS, increase the volume of export-import operations, submit respective proposals in case of the necessity, make an inventory of bilateral Ukrainian-Russian treaties in trade-economic sphere, ensure practical implementation and actualization of such international treaties to protect the national interests of Ukraine in the given sphere. Under the instruction, Prime Minister Mykola Azarov must submit proposals on the attraction of national business entities to participate in the implementation of projects on coal gasification and substitution of natural gas by coal of domestic production. He also must submit proposals on the attraction of foreign investors to participate in the implementation of long-term investment projects in the sphere of mechanical engineering, particularly agricultural machinery and the construction of planes, cars and devices, aimed at the creation of competitive products.
